About this course
Follows the tender process from procurement planning and needs analysis to specifications, bid documents, evaluation criteria, bid opening, evaluation and adjudication, award, debriefing and contract management. Delegates also cover bid committee roles, conflicts of interest, handling complaints and challenges, and keeping records that withstand audit under national procurement legislation.
Why this course
Public procurement is one of the areas most exposed to fraud, corruption and audit findings. Flawed tenders lead to challenges, delays, cancelled awards and poor value for money. Officials who run procedures correctly protect the institution, deliver projects on time and give suppliers fair and equal treatment.
What delegates will be able to do
By the end of the course, delegates will be able to
- Prepare a procurement plan aligned with the approved budget
- Draft clear specifications and evaluation criteria for a tender
- Conduct bid evaluation and record decisions in a defensible report
- Manage conflicts of interest and supplier complaints during the process
- Monitor contract performance against agreed deliverables and payment terms
Who should attend
Supply chain and procurement officers, bid committee members, project managers and finance staff in ministries, municipalities, agencies and state-owned enterprises. Suitable for new officials and members of bid committees.
How it is delivered
Practical sessions using sample tender documents, a mock bid evaluation completed in groups and case studies of procurement disputes. It is available as a public course, in-house at your premises, or as live virtual sessions. Duration and dates are confirmed in your quote, and in-house groups can have the examples and exercises fitted to their organisation.
