Larger donor programmes bring overlapping rules from several funders, partners whose performance is hard to control and frequent audits. Weak compliance can lead to disallowed costs, suspended disbursements and damaged donor relationships. Experienced managers need methods for controlling these risks while still adapting the programme to conditions on the ground.
