Advanced Energy Economics

Course code EMD 001. Energy, Electrical and Utilities.

About this course

Covers energy demand and supply modelling, price formation in electricity, oil and gas markets, cost-reflective tariff design, levelised cost comparisons across technologies, market structure and regulation, and the macroeconomic effects of energy prices. Delegates work with real data to build demand forecasts and test tariff and subsidy options, giving them an analytical base for policy advice and investment decisions.

Why this course

Energy ministries, regulators and utilities across the region face hard choices on tariffs, subsidies, generation mix and private participation. Weak economic analysis leads to tariffs that do not recover costs, poorly timed capacity additions and policies that fail under scrutiny. Staff who can model these questions properly give decision-makers evidence they can defend to boards, treasuries and the public.

What delegates will be able to do

By the end of the course, delegates will be able to

  • Build and interpret an electricity demand forecast using econometric and end-use methods
  • Calculate and compare levelised costs of electricity for competing generation technologies
  • Design a cost-reflective tariff structure and assess its effect on different customer classes
  • Analyse the fiscal and distributional impact of energy subsidy reform options
  • Evaluate market structure options, from vertically integrated utilities to competitive wholesale markets

Who should attend

Economists, energy planners, tariff and pricing analysts, regulatory staff and policy advisers in energy ministries, regulators, utilities and development finance institutions. Delegates should be comfortable with intermediate economics and spreadsheet work, as the course builds on basic energy economics.
